The European Union has warned Meta Platforms that it may be breaching digital regulations by using social media features that encourage excessive and compulsive use on Facebook and Instagram.
European regulators have raised concerns over design elements including infinite scrolling, autoplay videos, push notifications and highly personalised recommendation systems, arguing that these features may encourage prolonged engagement and create risks for users’ mental wellbeing, particularly younger users.
The European Commission’s preliminary findings suggest Meta has not done enough to assess and reduce potential risks linked to these platform designs under the EU’s Digital Services Act (DSA). Regulators said existing safeguards, including screen-time controls and parental tools, may not be sufficient or easy enough for users to manage.
The EU is calling on Meta to consider changes such as reducing default autoplay functions, improving user control over recommendations and introducing stronger protections against excessive usage patterns. If the company fails to address regulatory concerns, it could face significant penalties under European digital rules.
Meta has rejected the allegations, arguing that it has already introduced measures to improve safety, including enhanced protections for teenage accounts and parental supervision features. The company maintains that its platforms are designed to provide users with control over their experience.
The case highlights growing global scrutiny of major technology platforms over the impact of algorithm-driven content systems. Governments and regulators are increasingly examining whether social media companies should be responsible for design choices that maximise user engagement.
