The meeting, expected to take place in Istanbul, marks the second time in a month that Russian and Ukrainian delegations have gathered to explore a potential peace deal.
The renewed dialogue follows diplomatic pressure from the Trump administration for a resolution to the war, now in its third year and considered the largest conflict in Europe since World War II.
According to documents reviewed by Reuters, Ukraine’s delegation plans to present a set of proposals to their Russian counterparts. These include demands for a full and unconditional ceasefire across all domains—land, sea, and air—as a foundation for further negotiations.
Key Ukrainian demands will include:
- No future limits on Ukraine’s military capabilities post-agreement
- No international recognition of Russian control over Ukrainian territories seized during the war
- Reparations from Russia to Ukraine
- The front line’s current position as a starting point for territorial discussions
The document outlines that negotiations should aim to establish a lasting framework for peace and security, preventing future acts of aggression. It also proposes a direct meeting between Ukrainian President Volodymyr Zelenskyy and Russian President Vladimir Putin to finalize key elements of any peace deal.
President Zelenskyy previously challenged Putin to meet face-to-face during the first round of Istanbul talks last month. However, Russia sent only a low-level delegation.
Ukraine’s peace terms differ significantly from the public conditions recently outlined by Moscow.
US President Donald Trump has continued to press both sides to pursue a negotiated solution and has welcomed a second round of in-person talks between Ukrainian and Russian officials, also set to take place in Istanbul next week.
Kyiv remains open to dialogue but has stated that it is still waiting on Russia to deliver a formal memorandum outlining its negotiation stance.
Despite the absence of those details, President Zelenskyy confirmed on Sunday that he would dispatch a Ukrainian delegation to Istanbul for the planned meeting.
Coinciding with the diplomatic efforts, Ukraine launched a bold military operation on Sunday, targeting Russian airfields.
Ukraine’s armed forces claim to have used drones to strike more than 40 Russian military aircraft in a series of coordinated attacks.
